{"id":150,"date":"2007-10-12T13:29:25","date_gmt":"2007-10-12T20:29:25","guid":{"rendered":"http:\/\/elbertcounty.net\/blog\/2007\/10\/12\/buying-votes\/"},"modified":"2007-10-14T09:49:00","modified_gmt":"2007-10-14T16:49:00","slug":"buying-votes","status":"publish","type":"post","link":"https:\/\/elbertcounty.net\/blog\/2007\/10\/buying-votes\/","title":{"rendered":"buying votes"},"content":{"rendered":"<p>The <a href=\"http:\/\/elbertcounty.net\/blog\/wp-content\/uploads\/2007\/10\/elbert-county-notice-of-election.jpg\" title=\"Elbert County Election Notice to Increase Taxes on a Referred Measure\">Election Notice<\/a>\u00a0recently mailed to &#8220;All Registered Voters&#8221; in Elbert County\u00a0doesn&#8217;t add up.<\/p>\n<p>Here&#8217;s the relevant section:<\/p>\n<p><a href=\"http:\/\/elbertcounty.net\/blog\/wp-content\/uploads\/2007\/10\/elbert-county-notice-of-election-fiscal-info.jpg\" title=\"Election notice fiscal information\"><img decoding=\"async\" src=\"http:\/\/elbertcounty.net\/blog\/wp-content\/uploads\/2007\/10\/elbert-county-notice-of-election-fiscal-info.jpg\" alt=\"Election notice fiscal information\" \/><\/a>\u00a0<strong>Consider:<\/strong><\/p>\n<p>Over the last 4 years spending grew by 92% from 2003.\u00a0 If you extrapolate the historical\u00a0rate of growth on a <em>straight line<\/em> to\u00a05 years, (4 x <em>rate<\/em> = 5 x .<em>92<\/em>; <em>rate<\/em> = <em>1.15<\/em>), you get estimated 2008 spending <u><em><strong>without the sales tax<\/strong><\/em>, of $29,380,195<\/u>.\u00a0 After adding in the sales tax impact, the <u><strong>new total is actually $31,349,745<\/strong><\/u>.\u00a0<\/p>\n<p><strong>This comes to a 19% total budget increase in one year!\u00a0 <\/strong>(Not subject to Elbert County&#8217;s fiscal year spending limits of course.)<\/p>\n<p>If we assume that\u00a0county revenues continue to grow\u00a0at the average\u00a0rate of yearly increase, the county will\u00a0see an increase\u00a0in 2008 close to the amount\u00a0they seek\u00a0under the new sales tax.\u00a0 So,\u00a0<strong>why can&#8217;t the county allocate\u00a0increased revenues from the general fund to road\u00a0and bridge instead of\u00a0going to the voters for\u00a0more tax money?<\/strong>\u00a0\u00a0\u00a0\u00a0<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Election Notice\u00a0recently mailed to &#8220;All Registered Voters&#8221; in Elbert County\u00a0doesn&#8217;t add up.
